HMSL is excited to share the remarkable achievement of IT Service Operations Manager Tony Foster, who has been promoted to the rank of Captain of the United States Air Force. A pinning ceremony was held on campus last Friday. Among those in attendance: HMSL Senior Leaders, Retired Lieutenant Commander Jim Francis, the IT Executive Team, members from the Veterans Alliance ERG and Captain Foster’s three sons, Jayden, Noah and Carter. As Communications Flight Chief at the 172nd Airlift Wing (172 AW), Jackson, MS, Tony has consistently demonstrated his expertise and skill in leading a team of 40 technicians responsible for maintaining a secure communication network vital to critical operations.
Tony’s dedication and leadership have been exemplary, and it’s with great pride that we honor his commitment to service and excellence.
From his early years as a Ground Radio Specialist in the Mississippi Air National Guard to his current role as Communications Flight Chief, Tony’s journey has been marked by dedication, professionalism, and a commitment to excellence. His achievements include deployments in support of Operation ENDURING FREEDOM and a range of prestigious awards and decorations, reflecting his outstanding service to our country.
Moreover, Tony’s leadership extends beyond the military realm. He embodies the qualities of a true leader, as exemplified by his dedication to his family and community. As a father to three wonderful sons – Jayden, Noah, and Carter – Tony’s commitment to service and integrity shines through in all aspects of his life.
Retired Lieutenant Commander Jim Francis presided over the ceremony and administered the oath, adding a special touch to this momentous occasion.
Reflecting on my own journey, My career began in the US Air Force as an Information Systems Technology Specialist, where I managed computer systems across various sectors. I advanced to the rank of E-6 and later achieved E-7 Select status. Transitioning to the US Navy, I earned a B.S. in Computer Information Systems and served in key roles including Chief Information Officer aboard the USNS Comfort and at the Naval Hospital in Yokosuka, Japan. I also served as Healthcare Administrator at a major Department of Defense outpatient center. My military journey culminated in 22 years of dedicated service, during which I also earned a Master of Science in Information Technology Management from The Naval Postgraduate School in Monterey, CA.
The words of General of the Army Douglas MacArthur resonate deeply with me: “A true leader has the confidence to stand alone, the courage to make tough decisions, and the compassion to listen to the needs of others.” Throughout my career, I have strived to embody these principles, recognizing that true leadership is not merely a title but a commitment to action and integrity.
Captain Foster is currently the Vice-Chair of the Veteran’s Alliance ERG.
